STS (Standard Transfer Specification) is an international prepaid metering standard (IEC 62055-41). Credit purchase and meter credit entry are two distinct steps: (1) An authorized vending station or mobile system generates an encrypted 20-digit numeric token. Purchasing a token remotely does not automatically transfer credit to the meter over the air. (2) The consumer manually enters the 20 digits into the keypad on the water meter (or the indoor Customer Interface Unit for split electricity meters). The meter decodes the token locally, adds the purchased units, and maintains service without needing active internet or cellular connectivity at the meter body.
